The paper emphasizes that increasing material consumption rates have negative effects on sustainability. The extraction and processing of resources is directly responsible for a whopping 90% of the effects of biodiversity loss, water stress, and air pollution, as well as 33% of the effects of air pollution on human health. Additionally, it should be highlighted that the EU continues to produce an increasing amount of trash, with over 87 percent of its resource use still coming from primary sources.

According to the analysis, the usage of raw materials cannot be significantly reduced with the help of present rules. The research states that a comprehensive policy mix targeting both production and consumption is required to meet the goals of the circular economy.

The Netherlands leads the pack with a resource productivity of 5.4 euros per kilogram and a circular material utilization rate of 30.9%, following the analysis in the report (2020). Following the Netherlands are nations like Luxembourg, Italy, and France.

It is noted that the four nations the research focuses on (Bulgaria, Croatia, Poland, and Romania) fall short on key performance indicators for the circular economy, underscoring the significance of the shift from the linear system to the circular economy. Additionally, it is mentioned that the institutional, informational, incentive and financial aspects of the circular transformation will need to be addressed by the policy framework.

According to the assessments, circular economy solutions can cut world emissions by 39%, mostly in the building, transportation, and food industries.

The paper also mentions the fact that enterprises must be helped in their transition to a circular economy by European governmental bodies.
